The New Support at Home Program: What It Means for You
Big news for older Australians. Starting 1 July 2025, the Support at Home program will replace the existing Home Care Packages Program and Short-Term Restorative Care Programme. For those on the Commonwealth Home Support Programme (CHSP), this transition will happen no earlier than 1 July 2027. These changes are designed to simplify in-home aged care and ensure more people can stay independent at home.

What Is the Support at Home Program?
The Support at Home program integrates several aged care services into one streamlined model. The goal is to provide simpler access to personalised care, improve funding options, and support older Australians with a more flexible system.
Key Features & Benefits
- More Funding for Care:
Annual funding is increasing to $78,000, ensuring better access to essential services for participants with significant needs. - Assistive Equipment & Modifications:
Eligible participants will have up to $15,000 annually to spend on aids like walkers, mobility devices, and home improvements such as safety rails. - Fair and Affordable Costs:
Contributions will depend on your financial status:- Clinical care (e.g., nursing) will be fully funded by the Government.
- Contributions for other services like housework or gardening will be capped, ensuring affordability for all income levels.
- New Pathways for Complex Needs:
The program introduces options like the End-of-Life Pathway, offering up to $25,000 in funding, and the Restorative Care Pathway, which provides rehabilitation services to rebuild independence. - Flexible Short-Term Care:
Restorative care now extends to 12 weeks, offering allied health and rehabilitation services to help participants regain strength and independence.
Specialised Pathways
- Restorative Care Pathway:
This option supports recovery and strength-building through allied health services for up to 16 weeks when necessary, providing flexibility for participants in rural or culturally diverse communities. - End-of-Life Pathway:
A new addition to aged care, this pathway offers significant funding to help participants remain at home in their final months with dignity and comfort.
For Current Home Care Users
- Effortless Transition:
If you’re already receiving a Home Care Package, you’ll seamlessly transfer to the Support at Home program at your current funding level. - Unspent Funds Roll Over:
Any unused funds from your existing package will be available for use under the new system.
For New Participants
- Faster Access:
The new Single Assessment System aims to reduce wait times, with a goal of approvals within three months by 2027. - Clear Support Plans:
Every participant will receive a personalised care plan, outlining their allocated budget, services, and goals.
Maintaining Quality of Care
- Service Continuity:
Your current provider will remain responsible for delivering care if they are registered under the Support at Home framework. - Ongoing Care Management:
A dedicated care manager will work with you to ensure your services continue meeting your needs.
