Staying Safe at Home: Assistive Technology and Modifications Under the New Support at Home Program
Big changes are coming to aged care from 1 July 2025. With the introduction of the Support at Home program, older Australians will gain more personalised, responsive care that suits their daily lifestyle and long-term needs. One of the most important aspects of this reform is how it supports access to assistive technology and home modifications—essential tools that help people live independently at home, for longer.
A Shift in How Equipment Is Funded
Under the current Home Care Package (HCP) Program, it’s common for participants to build up unspent funds to cover large, one-off purchases such as mobility aids or bathroom upgrades.
But under Support at Home, the ability to carry over funds will be limited. New participants will only be able to roll over $1,000 or 10% of their quarterly allocation, whichever is greater. To make sure that bigger purchases are still accessible, the government has created a dedicated pool called the Assistive Technology and Home Modifications (AT-HM) Scheme.
If you’re moving from a Home Care Package to the new program:
- Still have unspent funds and haven’t been reassessed? You can use those funds for eligible assistive items. Your provider must clearly document the reason for the purchase and keep appropriate records.
- Been reassessed and received an AT-HM funding tier? You’ll need to use any remaining HCP funds before using the new funding allocation.
- No unspent funds but need supports? Your provider can help initiate a Support Plan Review with your consent, so you can access the right AT-HM tier based on your needs.
What Qualifies as Assistive Technology?
Assistive Technology is all about making daily life easier, safer, and more manageable. Some common examples include:
- Mobility aids such as walkers or wheelchairs
- Non-slip bathroom accessories and shower seats
- Adjustable chairs and beds
- Kitchen tools that improve grip and handling
- Communication devices or visual aids
- Medication reminders and emergency alert systems
What Counts as a Home Modification?
Home Modifications help adapt your environment so it supports your needs. These may include:
- Installing grab rails, ramps, or widened doorways
- Upgrading to a walk-in shower
- Improving home lighting or layout for safety
- Adjustments to kitchen or laundry areas for better accessibility
AT-HM Funding: What You Need to Know
Rather than waiting to build up funds over time, AT-HM funding is provided upfront and separate from your everyday care budget. There are three levels of support depending on your needs:

* Higher tiers may need a formal prescription or recommendation from a relevant allied health professional.
